I have also verified that this bug does not occur in the Manjaro 6.1.69 LTS kernel.

There you have it.
Use the kernel that works until the bug, whatever it is, is resolved.

When trying out newer kernels in the future and it still is not fixed, use REISUO and REISUB instead of holding/pressing the button to shut down/reboot:
