I can't get my postgresql and pgAdmin4 running

i installed postgresql and pgAdmin4 but while running pgadmin4 it says pgadmin4 server cannot be contatced. I tried uninstalling pgAdmin4 but even after uninstalling and restarting my pc the pgAdmin4 icon still shows in menu
