There is a Plasma widget that allows you to create a cascading menu of hyperlinks/bookmarks. If it’s not installed by default, then it’s bound to be available from the repository or from the AUR, and I’ve even seen it offered for download at store.kde.org, which is a website with themes, wallpapers, widgets, et al.
