Try to create a custom conf file in /etc/X11/xorg.conf.d/
You would need 3 entries similar those 2 in Arch Wiki:
https://wiki.archlinux.org/index.php/Xorg#More_than_one_graphics_card

what do I put cuz their is only 1 instead of two

lspci | grep -e VGA -e 3D
04:00.0 VGA compatible controller: Advanced Micro Devices, Inc. [AMD/ATI] Raven Ridge [Radeon Vega Series / Radeon Vega Mobile Series] (rev c4)

I looked at the wrong place, the 3rd device in Graphics is not a graphics card. Your both graphics cards devices are run by he best driver “amdgpu”. There is no need to change anything.
If you wanted to enter an ID for the GPU it would be the bus ID from inxi bus ID: 01:00.0 and 04:00.0 or SysFS BusID: 0000:01:00.0 and 0000:04:00.0 tranlated into Xorg format.

Section "Device"
    Identifier "Device1"
    Driver "amdgpu"
    BusID "PCI:1:0:0"
EndSection

Section "Device"
    Identifier "Device2"
    Driver "amdgpu"
    BusID "PCI:4:0:0"
EndSection

I think the desrete GPU will be used automaticall if the load is high enough.
You can however experiment with the xorg.conf and comment out the integrated GPU, leave discrete GPU uncommented, reboot and see if see any difference.

i added it but gdm will not load till I removed the conf file

i am playing skyrim on the lowest setting and steming 480 at 15 frames game freezes and in the center starting to get hot. my gpu should be able to do more then that with out freazing. and the fans dont fulling tun on.
