Garbled characters in file manager

I am using KDE Plasma 5.26.1 with RaspberryPi 4.
In the file manager (Dolphin), files and folderds names are garbled if they contain Japanese characters.
Does anyone know how to solve this problem?

I am aware that it is a Locale issue.
I checked locale.conf and locale.gen and found no difference, since the problem does not occur on PC and only on Pi4.
I would like to be able to use jp-shiftjis as well as UTF, but the wiki.archlinux article did not solve the problem.

Do you have a Japanese font installed?

Of course, Japanese fonts are installed.
The desktop, applications, Japanese input, and all other operations are normal.
Only the display of folder and file names in Dolphine is garbled.
I never had a problem in the past, so I checked and it is not a problem with Manjaro (KDE 5.24.5) and believe it is a problem with 5.25.x or later.
On my PC, the Jpanese display is fine with KDE 5.25.5.

This statement is contradictory. Because Dolphin is not part of Plasma 5.24/5.25, but from KDE Gear applications, which are currently 22.08.2 in stable branch.

Sorry for the misunderstanding.
I just wanted to say the version, or rather the time transition, and I am not sure if KDE is the cause.
It is also unclear if Dolphin is at fault.
Note that latest Endeavour that has been adopted Dolphin, but there is no display problem.

I have checked locale in Manjaro and Endeavour for PC and PiOS version.
As you have indicated, there are no shiftjis.
The content of each locale above was the same, but only in the PiOS version of Manjaro, the text is garbled.
