The whole problem was solved through another VPN). It turns out that now we have to abandon Flatpak since it is no longer available in Russia

So you used one VPN and failed - then used another VPN and succeeded?
So how do you reach the conclusion that Flathub is banned in/by Russia?
The response 403 - Forbidden - means the request was refused by the server.
This response - when originating on the server - usually means - I recognise your request but you are not authorised to receive the content.
It is more likely the sanctions against Russia which is impacting digital content when you are accessing the content from a Russian network.

Flathub is not blocking you. http://ciscobinary.openh264.org/ is blocking your IP address.

- Attempt to install the package or use it via Flatpak.

The issue seems to be related to Amazon CloudFront blocking access from certain countries. I'm from Ukraine.
The package might need to be hosted on a different server or alternate access methods should be considered for affected users.
**Possible solution:**
- Consider providing a mirror for users who cannot access the current server.
- Review the CloudFront distribution settings to allow access from all countries.
**My setup:**
Just installed Fedora 42 KDE Plasma.
It looks like Amazon CloudFront, which hosts openh264.org , may have been been configured to block access from certain countries, including Russia.
