The Chrome in userChrome.css really refers to the general styling; the appearance; of Firefox (or any browser).
While the Reddit solution works, I’d tend not to recommend it, but prefer to wait for the Firefox team to address it. Leaving any custom fix in userChrome.css might potentially interfere with any legitimate fix offered by Firefox.
To get a handy list of tabs you can also use Tools > Firefox View. Selecting Open Tabs and then adding a toolbar bookmark to it Middle-clicking the bookmark button makes the list show up in a new tab, with the list tab being to top entry. I find these things more useful than any little button that you will inadvertently touch when least expecting it.
There is also, of course, Alt-T,F
However, Firefox isn’t alone in adding annoying crud, KDE and its suite of programs, have a good set of annoyances as well.
The good news is that, as of Firefox v131.0.3 (which has just arrived in Testing branch), the “List all tabs” button can now be removed from the toolbar:
