Is it possible to reset an install without reflashing?
What (hardware) platform are you talking about?
I’ve only ever read
reflashing
in some router and/or phone context.
btw: poor choice of username 
meaning can I reinstall the system without reinstalling the OS from scratch

there is no “factory reset” like as on phone or also maybe windows 10, mac…
the only way to have your system like as after a fresh install is to install it again or restore a backup you did yourself.
