Do not refresh the keys from the server. Manjaro is typically behind updates and by using the updated signatures, they might not match the files in the repos.
The signatures are there for a reason, simply disabling verification is never a good idea.
You need do repopulate the keyring after initialization: sudo pacman-key --populate archlinux manjaro.
