Enable CONFIG_X86_MCELOG_LEGACY in the kernel by default

mcelog is the app for collecting and viewing all the errors from your hardware and it needs CONFIG_X86_MCELOG_LEGACY to be enabled for it to work, like

CONFIG_X86_MCELOG_LEGACY=Y

this will allow many people to find their hardware errors and fix it while it isn’t too late.
