the DVI seems to be broken

Might be related with the Nvidia driver

Some Nvidia cards don’t work with the current 460.80 drivers when used with Display Port and/or 4k Monitors.

Is this specific to Manjaro or is it not possible in any linux distro(arch maybe)?

is specific to the drives version.
You will have to install 390xx version and have them both probably work, but then you lose any CUDA related abilities …
