I was using dual boot with windows 10 and manjaro xfce. Now manjaro crash before login screen show. This happen with any linux distro. I tryed load manjaro and other distros on pendrive and had the same issue. Alredy update bios and reset my mobo and the issue still happen. 
secure boot disabled in bios;
fast boot disabled in bios - you may not have this option;
fast startup disabled in windows;
use ventoy to flash iso
Man, believe me, it was my gpu(a rx570 xfx), its only working on Windows, I tryed another gpu(gt 710) and worked perfectly. I’ve been using this gpu about 3 years with linux, and just now without motive this problem appears lol
its possible that there was something introduced in the kernel/drivers that causes this issue… since you cant boot also different distros…
you can try booting the usb with this parameter:
amdgpu.runpm=0
