Have you tried sudo modprobe -r r8169 && sudo modprobe r8169?

I tried it in both scenarios and so:

  • When the network is not working it just displays a toaster that Ethernet ‘crashed’ and the it’s right back to trying to connect (‘Setting network address’).
  • When the network is working, it displays same notification as above, and then it get stuck in the trying to connect, like if i restarted to Manjaro.

Basically that command allows me to reproduce the issue.
