i have tried adjusting the resolution ans scaling but i cannot get the bottom to stop being cut off as shown in the image, unless I stop using the full display size.

Overscan corrected the black border frequently complained about by those using Nvidia (mainly) graphics cards, where the visible screen resolution failed to cover the full screen. MacOS needed this correction for a number of years (usually enabled by default).
I don’t believe that would be related to what you describe, and in any case, the issue disappeared with later Nvidia cards.
Is this the Overscan you were referring to, or something else?
Additionally:-
I just saw your uploaded settings screenshot.
You have your scale set at 200% – Changing that to any lower scale will improve your situation; 100%, preferably.
Reducing your scale will solve your Display cut off at the bottom dilemma. Do some research on DPI or similar to hopefully find a resolution for the apparent small icons.
You might also try using X11 instead of Wayland; however, I don’t know if that will change much for you.
