Device is stuck between mounted and unmounted state

A usb I am inserting is not allowing me to umount /dev/sdb. I receive umount: /dev/sdb: not mounted.

When I sudo mount /dev/sdb /mnt/usb I receive mount: /mnt/usb: /dev/sdb already mounted or mount point busy.

I have not been able to find a solution on other forums.
Here is my inxi output

You must mount partitions, not the whole drive.

sudo mount /dev/sdb1 /mnt/usb

Pilot error.

/dev/sdb is the whole drive, not a partition on that drive. These are the partitions on that drive.
