CRDA - cannot set the proper country code

I get this with iw phy0 reg get:

And when I set HR I don’t get the HR in the output of the iw reg get and I also don’t get the phy0 (self-managed) part

The last output is done on a different system - with a diffrent adapter - Intel AC-9260. A Clevo laptop.

I don’t have any clues - one test you could play with is booting the latest live ISO - then test it - make notes of possible differences.
