CPU max frequency is "wrong"

That is quite normal… it reports min and max frequency. Over 3.6 GHz is the so called temporary “boost” where it just looks like 1 core is running at 4 GHz for a single thread.

Speed: 2457 MHz min/max: 2200/3600 MHz boost: enabled

So in general it should clock up to 4 Ghz if it can and when asked.

For a simple test do this:
