Under More Actions from the Title Bar Dropdown there are two Configuration Setting tabs. One for Special Window Settings, one for Special Application Settings. These setting seem to regulate the location of the window once they are set. My question is how do I get the windows to stay where I put them, and when do I use either configuration setting. Is there a tutorial somewhere that I can get to? Thanks for your consideration of this matter.

Each one have different options, depend of what option do you need.
About your question, set the window wherever you want, check the coordinates of that place and configure them in position

In addition to what @visone said, Plasma 5.20 will by default remember window positions, but for now, you have to use the special settings.
