Changing memlock via editing /etc/security/limits.d/10-gcr.conf doesn't work. (otpclient)

I installed otpclient but I get this message:

I then followed the instructions on https://github.com/paolostivanin/OTPClient/wiki/Secure-Memory-Limitations.

I only changed /etc/security/limits.d/10-gcr.conf by removing everything in the file and adding soft memlock 16384 & hard memlock 16384.

64

Unfortunately the changes didn’t work.
