you rebooted after you run the update-grub command, and that took 3 minutes… then you booted again when you run those commands, and both were 0, so did you rebooted again after this?
I rebooted after the grub command and tested the commands, then rebooted again. I can reboot again if needed.
yes test again, reboot and if it still takes a long time check logs:
journalctl --boot -1 --no-pager
use your up arrow key and search for something like system powering down/shutting down/restarting - or use time and post the logs after that here
