Cannot find jcontrol

I reinstalled JDK8 and JDK7 multiple times, and looked into the /usr/lib/jvm/java-8-openjdk/bin/ and /usr/lib/jvm/java-7-openjdk/bin/ paths multiple times and I cannot find jcontrol.

The reason that I want jcontrol is that I need to add a site to the exception list.

Can you elaborate a bit on that because the JControl that I know of is abandonware (I.E. it’s not maintained any more)

Does that mean I can’t access JControl, does it come bundled seperetely? How would I add a site to the exception list then?
