I’m far from an expert when it comes to networking, but I did a bit of searching on the web and I do have the feeling that you may have to re-install Windows on your mini-PC (only temporarily though - just to fix this issue). It looks like my initial thought that Windows was not completely shut down may be correct.
I found a lengthy topic on the EndeavourOS forum which has the same type of card and same error code (-110), and it was solved by reinstalling Windows, opening an administrative powershell prompt, and typing powercfg /h off:

Edit: If you don’t have access to a Windows installer, I have sometimes seen members of this forum recommend using Hiren’s BootCD PE as a way to boot into a basic Windows installation. That may enable you to run the powercfg /h off command to disable hibernation in Windows. ventoy, which can be installed from the repos, is usually the recommended tool for creating bootable USB sticks.
