To reproduce - run a bare-metal installation using btrfs with swap, hibernate and encryption.
When you choose btrfs with swap, hibernate and encryption the openswap.,conf is written almost correct.
The keyfile_device_mount_options configuration is written as
keyfile_device_mount_options=keyfile_device_mount_options="--options=subvol=@"
Which will create an error message as the expected line would be
keyfile_device_mount_options="--options=subvol=@"

There are issues posted about that at upstream …
I am aware of that issue - I found it while troubleshooting the issue.
What I do think is Manjaro related is the fact that the sentence is doubled
keyfile_device_mount_options=keyfile_device_mount_options=
I will recheck anew - perhaps I have missed something
