I hit this error today, attempting to install 21.1.
I manually partitioned the drive:
8 MB bios_gpt
512 MB ext2 boot
4 G swap
100 GB btrfs root
Also, the initial boot of the install media (USB thumb drive) was rather slow and a systemd error occurred while loading the kernel modules, but the boot continues without further error.
The kernel modules appear to be loaded, when checking after booting.
Ignore this, I still had a 21.0 install DVD in the drive and the 21.1 thumb drive inserted… I confused the installer.
512 MB fat32 boot/efi instead of 512 MB ext2 boot
