Kernel 6.13 is probably no viable solution (for anything) and will likely itself reach EOL in a very short time.
Instead, try kernel 6.12 (the new/current LTS) and see if that makes a difference. Otherwise, perhaps kernel 6.6 (LTS).
The only note I see in Known Issues and Solutions concerning XFCE is “XFCE 4.20 my blank your screen after 5 mins idle time regardless of power management settings”, however, that doesn’t seem to match your description.
You might look through the Announcement thread to see if others had any similar issues.
