Any kind of desktop notification causes current desktop to nearly freeze momentarily (i.e. games through steam proton)

New scenario that started recently that did not exist prior to the plasma update. Any sort of desktop notification causes the current application I am running to chug to a stand still for 2-3 seconds.

  1. I first noticed it while playing a steam game via proton. Thought it was just because it was an EA game and it was poorly optimized.

  2. I played a different well optimized game and the same thing happened. It was steam notifications so I turned them off thinking it was just steam kind of conflicting with itself.

  3. Then I got a KDE connect notification in a well optimized game and the same thing happened.

  4. I also happended when I got a browser based desktop notification

I think the premise that it is related to steam doesnt necessarily make sense. A game in steam just happens to be an a long term even that would take place on my computer that would cause my to notice this behavior.

Additional testing:

  1. I tested it just moving my mouse around the screen and had my GF text me. The notification caused my cursor to slow down and start bouncing from place to place across the screen, so the chugging is also happening outside of steam.

  2. I also just noticed the mouse chugs when hovering and moving over icons on the task bar panel.

No matter what is currently happening on the desktop, any kind of task bar notification causes the entire desktop to chug.

Has anyone else experienced this?
