These are both user-space tools for setting the governor etc.
Using them both at the same time would be expected to conflict.
If you must use one or the other … I dunno, I’d probably use power-profiles-daemon as its integrated with the Plasma Desktop.
But I wouldnt use either. Id rely on amd_pstate_epp (amd_pstate=active) and optionally tlp (which would also conflict with with power-profiles-daemon).
