Abnormal flashes on the screen when switching frames

In the video it looks like your system is overloaded and at the end it starts working normally.

So since the question is very general: Don’t expect 100% video playback, when you system is working hard in the background.

Are there any steps to reproduce your specific problem?

A swap file/partition would be a good idea if you run out of RAM.

The system works without freezing, the video was recorded in slow motion mode so that artifacts can be seen in more detail, they are present throughout the system, maybe this is due to the fact that I am using a 170 Hz monitor? On the 60 Hz laptop screen to which the separate monitor is connected, such artifacts are not observed. I know for sure that the built-in graphics of the processor is used on the laptop screen, and the graphics of the video card are used on a separate monitor, so maybe there is a problem with setting it up?

Sure, that is possible. You probably see the “flashes” because the refresh rate is too low for the monitor.
