Every time I turn on the monitor, the xfdesktop pane displays asking me to “assign a desktop icon layout to (the?) monitor”.
Whatever I reply, providing it’s the correct monitor, is ok but it’s annoying. This has been happening only for the past 4-6 days. Never seen it before in several years.
I tried looking in “session and startup” but no sign of it. I’m currently thinking this was trggered by something in the last update. Any ideas, please?

When both monitors are on, on each, right right into the desktop, click on “Desktop param” then select 3d tab. Compare both tabs, and set what may be incoherent.
Close both windows, exit session and reenter, then ???

Is it when you wake up the system ?
When I turn on the monitor’s power. The computer is reading mail (thunderbird) and logs (klogg) all the time.
Just tried it here : no popup . Strange.
Have you tried to change some value into this desktop icons tab, exit and change again ? (stupid process but that solved at least 2 problems I had with Xfce …)

Select (usual monitor)
Also close with no assignment, which does not blink the display.
(there are 3 options for each of 3 monitors)
Semi-offtopic question: why are you turning the monitor on and off with the button manually? Doesn’t the automatic monitor blanking after some time work? Maybe it has something with DPMS
I never turn off the computer but on retiring for the night I turn off the monitor - it saves (a little) power. 
It seems to me that switching the monitor causes it to be detected as a new monitor – in which case, the annoying “assign a desktop icon layout” prompt might arguably be expected – however, this is only supposition, at best.
Can you please give us a print-screen of this pop-up. i don’t see what it is.

If you use hibernation, consider allowing the process to power down the display, instead. See if that makes a difference when you resume.

I presume you didn’t mean to infer the same system.

There is no dedicated “security” tab anymore. Lock screen management was massively simplified and “Light Locker” was dropped. “lock-on-sleep” is now synchronized with xfce4-session and xfce4-screensaver.
Screen locking settings are now only handled by xfce4-screensaver to avoid conflicts. A button to open xfce4-screensaver-preferences was added:

I’m finding similar issues spanning several years; but, not similar enough – the majority of reports I’ve discovered concern multiple monitors, which is not the case here. I’ll keep looking.
I still have Windows 1.0 on a floppy image; a novelty, at best in these times.
