Window manager raises panel over fullscreen application

Everytime i have used xfce, i would always get the same problem. If i have a program running in fullscreen (video, game, vim, etc), and i click on another monitor, it would make the original display’s panel come forward and overlap on top of the video. After lots of tweaking i have come to realize it wasnt the problem with the panel, and is in fact an issue with the window manager. After lots of research i havnt found any way to fix this or switch this off.
I know i can always switch the panels to be auto-hide, but i really dont like to do that and want panels on all displays to be visible until there is a fullscreen application. Has anyone here figured out this issue, or at the very least have experienced the same problem?

Old bug/regression/renewed interest. Looks like they might be testing a patch.
