Why isn't the directory xfce4 in .config?

Im asking this because im making a distro based on Manjaro.

Usually settings are cascading from defaults, to system, to user, so if there are no users settings in ~/.config/ the next up, eg system ones are used. This should explain for XFCE: Xfce - ArchWiki
