Which folders should i rename?
Next time, start with the command used to removed all unnecessary dependencies 
, if that proceeded the problems.
Just a note, if you want to list all packages just use pacman -Q.
It wasn’t a command, i just ticked an option in pamac that removes unnecessary dependencies, not sure that’s the cause of the issues.

Where 99% of user’s configurations settings are stored $HOME/.config and more specifically $HOME/.config/xfce4.
I’ll try that
Renaming the xfce4 directory didn’t solve anything, just made everything worse actually, i dunno what the problem is, but now i’m sure it’s not a package issue, in my guest user everything’s fine, but in my julio user which i use by default is having these issues, it’s certainly not package related, because they’re installed for all users.
Isn’t there any kinda solution for this? I still can’t fix it.
I don’t have a solution, because I’m not sure what “it” is anymore. We are seeing symptoms but not sure of the root cause. It seems like it might be locale or XDG related, because of the missing whisker menu translation and the missing items in the XFCE4 Settings Manager.
It sounds like you had a working system at one time, made some changes, and these problems were noticed. I want to say, reverse those changes Some times that means restore from a backup of when the system was working, either the whole system or $HOME, your choice, your system.
Other thoughts for your consideration,

Run the command
find $HOME \! -user $USER
There should be 0 results. Just want to make sure everything in your home directory is owned by you, so this is saying “show me files not owned by you”. We want to make sure nothing in your home directory is owned by root. -
Remove $HOME/.cache. That’s an easy one to try. Logoff/Logon.

I believe the main menu control for the XFCE Setting Manager is mostly the contents of /etc/xdg/menus/xfce-settings-manager.menu. This file is owned by the package xfce4-settings. I believe I saw above where this was installed. Verify you have the file. Reinstall it. You don’t have to uninstall, just Reinstall it. I’m wondering if an xdg-utility will be triggered to update the Manager. On the remote chance there is a local version, it might be located at $HOME/.local/share/menus, or $HOME/.config/menus. Get rid of it. Logoff/Logon. Check XFCE Settings Manager.
To digress for one moment, the apps/icons in the XFCE4 Settings Manager are missing, but you can see the apps/icons when you expand the Whisker Menu > Settings, correct. You can see “About Me”, “Accessibility”, “Appearance”, etc, and they work? A program like, xfce4-appearance-settings, which should appear in the XFCE4 settings Manager runs successfully.
So we just have to regenerate the menu, I think, or figure out why it’s not working.

This xfce forum entry uses strace (might need to install) when starting the XFCE Settings Manager. I viewed it on my system and it shows which XDG files are accessed. It might help pinpoint the problem.

difformeldon your guest user $HOME and your $HOME and look for differences in configuration files. Concentrate efforts on XDG and locale files. -
Backup and remove the entire .config directory.

I found two other users on the archived Manjaro forum who had problems with the XFCE Settings Manager missing apps/icons, but unfortunately no solutions.
That’s all I got at the moment. Hoping for the best. 
I haven’t made any changes, apart from uninstalling xfburn and mousepad, and after uninstalling them i have rebooted multiple times and everything was alright, and reinstalling those programs didn’t solve anything which means it’s not on me.
strace didn’t give me any output

UUUmmmm, did you look at the contents of the output file xfce4-settings-manager.trace.
I hope you took the opportunity to read some of the links I provided. They had some helpful indicators of what to look for.
Another place you could look at is /var/log/pacman.log and see what was uninstalled when you removed xfbburn and mousepad. I assume the “Remove unrequired dependencies” was checked at the time. Also check if there were any errors. The other two logs to keep reviewing are .xsession-errors and the syslog/journal.
If you can execute the individual setting programs from the Whisker menu, you could live with it and see if the next update fixes it.
As I mentioned, I’m not sure what “it” is any more. I went back and looked at the list of coredumps. That doesn’t look normal to me.
I’ve reinstalled Manjaro from scratch, for now i’ll avoid tinkering too much, and make to sure to create some backups with Timeshift regularly.
