Hi
I configured Vivaldi as I like it.
Enabled required flags in .desktop file and also enabled some flags in vivaldi://flags
vivaldi://gpu says, hardware acceleration is enabled but without video decoding.
flags I have set:
Exec=vivaldi-stable --use-gl=egl --ignore-gpu-blocklist --disable-gpu-driver-bug-workarounds --enable-features=VaapiVideoDecoder --enable-features=UseOzonePlatform --ozone-platform=wayland --force-device-scale-factor=1.25 %U
I’m using Manjaro Sway edition, so it’s wayland.

Which video card / driver?
EDIT: Hybrid AMD / Nvidia?

Ah right. I’m using amdgpu drivers and nouveau. Currently used GPU is AMD
OpenGL renderer string: AMD RENOIR (DRM 3.42.0, 5.14.0-0-MANJARO, LLVM 12.0.1)

I noticed you didn’t mention if you enabled the following:
enable-accelerated-video-decode
chrome://flags/#enable-accelerated-video-decode
“Enable an ‘enable’ option.” → I wish developers would hire non-devs to name their settings.

Yup, thats what you need to do. Just enable hardware accelerated video decode in chrome://flags.

I know the flag was added in Chromium 91+, so maybe when Vivaldi’s Chromium-base catches up? Can’t really say for sure.
Is it in the unavailable tab?
