Very slow Shutdown

whenever I shutdown its taking about 20 to 40 min to shutdown.

recheck all option in your UEFI ( for linux)

SecureBoot off
Fast Boot off
No CSM
No Legacy
all disks on AHCI
No Optane/rst

but in UEFI with secure boot off manjaro is not installing, after the installation completion I rebooted but system is booting into live session. and the boot order has no problem Internal HDD is the first in boot order and the live session is on the second. In legacy mode with secure boot off manjaro is installing just fine.But my system is laggy and the shutdown problem.
