is not in sync with the facts. Red shield indicating available updates is always showing “1 available update” … even when there is not.
This is a known issue with the pamac notifier.
Right-click the notifier and tell it to check for updates. It should change status then.
After five years of daily Manjaro use, today I learned you can right click the notifier to resolve this!

It does of course also deserve to be noted that this is the behavior of pamac and its notifier icon.
If instead you use octopi, then the notifier will switch back to green right after updating. However, octopi does not handle Snaps and FlatPaks, which is someting pamac instead does offer. 
I noticed that as well. If pamac detects updates that are from the Manjaro repo only, you can apply the updates and the notifier will clear as expected. But if pamac detects flatpak/snap updates only, or a mix of repo and flatpak/snap updates, the notifier doesn’t automatically clear.
