Hey, I had the same issue. As @Aragorn has pointed out, it’s related to plymouth with the latest and “greatest” Nvidia drivers. It was also mentioned in the release updates:
Although it doesn’t say you need also to remove quiet from the from boot options. Once I removed it, the problem was gone for me. Don’t forget the regenerate the grub configuration with grub-install.
No need to reinstall your system, just avoid Nvidia in the future 
.
