Perhaps that depends on how the OS copy was installed:
was it installed with only one keyboard layout (or layout list that missed currently required language) which was selected within LiveCD session of OS installation
OR
was not setup at that earliest installation step.
But I am not sure about the pointed relation and could be wrong on that.
