Emacs and Libreoffice decided to not work after an update

(sorry if this question has been asked too many times or it’s dumb, btw im also not native so I may make mistakes)
This morning I noticed there was packages I had to update, so I open my terminal, update my PC with -Syu and go back to doing some stuff.

A while later I notice emacs won’t run. It tells me emacs: error while loading shared libraries: libicui18n.so.69: cannot open shared object file: No such file or directory

pacman -F libicui18n.so.69 tells me this

core/icu 69.1-1 [installed: 70.1-1]
    usr/lib/libicui18n.so.69
multilib/lib32-icu 69.1-1 [installed: 70.1-1]
    usr/lib32/libicui18n.so.69

Is the lib symlink still there?

ls -lahd /lib

ls -lahd /lib returns me this

lrwxrwxrwx 1 root root 7 Oct 16 16:29 /lib -> usr/lib

Did you reboot after the update?

Yes, I did try to do that.

I tried to downgrade to icu69, but now emacs wants libicuuc.so.70
