If they were identical — and please note that there are better ways to check this — then why did you even bother replacing the existing file with the .pacnew? 
Simply restarting won’t make the new one take effect. You’ll have to rebuild your initramfs first and then reboot. 
sudo mkinitcpio -P && sudo systemctl reboot
