So I have an issue that I am not sure how to fix, I have looked everywhere for a fix and no luck. I am getting a constant sixty fps but it looks like it’s running around thirty, this happens on everything. I have tried using different kernels and drivers. I’m sorry if this post is very vague this is my first post.

and also, what do you mean by stuttering? a further explanation of how/when/and with what resulting effect may also help. im gonna be getting off in a few, but this will help others understand what the problem is and be able to help you with any luck.

My issue is everything in the os will sometimes skip ahead some frames or even go back some frames. I have force composition pipeline enable as well. It doesn’t seem to do it when force composition pipeline disabled but it’s hard to tell. I cannot upload a video of it because obs does not pick it up. I feel like this is the drivers fault but I cannot seem to fix it.

Might want to try enabling or disabling “Flipping” in Nvidia X Server Settings, as that setting has been known to cause issues:

Regarding the ACPI outputs in the log, just add to nvidia.conf this line under the Section "Device" :
Option "ConnectToAcpid" "Off"

Make use of Nvidia X Server Settings and set a static config for displays, and add the FCP (not FFCP) parameter, for both your displays, then add those lines too to nvidia.conf as replacement for what you have now.

Well … i can’t make an estimation based on descriptions. Stuttering and tearing are clear words but still do not make it clear what the problem is. Does the same on a TEST (new) user? This was present on Live install while using the nonfree drivers?

That’s indeed hard to tell.
So you think it works slightly better with FFCP disabled?

You might try using compton instead of xfwm, from my experience it works much better with nvidia non-free, but I have to say that I haven’t used xfce for at least a year.

This has happened on every single desktop environment I can think of. All the ones I’ve used are KDE, gnome and xfce. I’ve even used different distros and it’s the same. So I’m assuming that it wouldn’t make a difference if I made a new user. I will go check if the live install has the same issues.

I’d have to say it feels the same. I think it’s just the drivers being poo, this doesn’t happen on Windows.

Comparisons with Windows are unhelpful to say the least.

I suggest you try out compton, there are quite a few threads about how to do it.
