Stuttering issues

Hi guys, I asked this question in the Nvidia support section but didn’t get a reply and since it’s dealing with Gnome it probably is better to ask here.
My display is a LG CX OLED driven by a 3090. I have the Nvidia driver installed and have 0 issues with playing any games or the like.
What I am dealing with is my display is 120hz. When I set it to 120hz it applies and on the desktop I can tell it’s at 120hz(been running 120+hz displays for 5 years now).
The problem is in Gnome on the desktop, When moving windows around on the desktop they are not very smooth and appear to be “hitching,” stuttering," or “dropping Frames.”

For a test I did a fresh install of Manjaro this time using KDE Plasma and it does not have this issue and everything is smooth as it should be at 120hz.

My specs are
intel 10940x
32gb ram
RTX 3090.

I’d love to be able to figure this out as I much prefer gnome over KDE Plasma.
Gnome version is 3.38.

So I installed MangoHUD and GOverlay and had it running on the desktop.
Without any windows moving around on the desktop MangoHUD displayed the Desktop FPS at 120fps.
I opened up the terminal and started moving it around and saw FPS drop to 88 FPS in MangoHUD.
