I suspect what you’re looking for is System settings
> Application style
> Window decoratrions
> Titlebar buttons
tab.
Application menu
option.

I found it!!!
material-kwin-decoration-git
then apply the Material border, then in settings/decorations, add the ‘Application Menu’ button to the titlebar… It only works with Material - but that’s fine and it follows the color scheme (here’s my ‘library’ colors) as with the ‘Breeze-Chameleon Light’ icons, they change colour to match the scheme too.
