Some apps cancel shutdown and reboot

Apps like Goldendict , Qbittorent can cancel the power options (reboot, shutdown) in the applications menu.
If I use the terminal to “reboot” it works as expected- all apps are closed and computer restarts, no app can cancel it.
This is what I wish to be the default in my system. how can I implement it?

I’m afraid this lack of feature is a feature itself in KDE Plasma. No idea if people have ever requested controlling this, but for sure, currently there’s no GUI solution to this as the power options in the menu is connected to the safe logout/reboot/shutdown behavior to prevent data loss.
