I’m seeing this for months but I’m too lazy to report. On the first setup of Manajro kde image for Rpi 4 there is no option to chose (Europe) Skopje,the capital of North Macedonia for time zone, my country btw.
This does not look like a bug, just select any location having same timezone as Skopje which is CET – Central European Time. 
We have nothing to do with that. You can submit upstream.

My location has never been listed in 25 years. I just pick a city listed in my timezone.
Yes, I’m doing the same picking Sarajevo or Belgrade, but, funny, Skopje is on the list of Manjaro desktop images.
