Mir ist aufgefallen das das Game nur einen CPU Kern nutzt aber diesen mit 100% auslastet.

I would say that it is a bottleneck. Possibly the GPU runs at 100%, but the CPU is bored.
I’ve played it in the past 6 months and that did not occur. I run btop and nvtop on my secondary monitor while gaming to monitor CPU, GPU, RAM, etc. while playing.

Hmm… everything looks to be in order. However, the NVIDIA 495 series drivers have had some issues recently. Since it was last year sometime when I played it, I was of course using an older driver.
I suppose you could try the 470 series to see if there’s any difference:
Remove current driver:
sudo mhwd -r pci video-nvidia
You’ll have to remove anything that depends on things like nvidia-utils first like nvtop temporarily; i.e.,
sudo pacman -Rdd nvtop
Install the 470 series:
sudo mhwd -i pci video-nvidia-470xx
Then reinstall whatever you may have removed and reboot.
why ?
Borderlands 3 works correct multithreaded.
It’s only something to try. I’m out of ideas, perhaps search the world wide web and see if anyone else has encountered the issue.
Maybe just a guess, are you running steam in native mode or with steam runtime?

Maybe there could be also a difference of the libs, who knows 
Speaking of which, that reminds me. I was not able to play any of the three recent Tomb Raider titles with Steam (Native). I had to use Steam (Runtime).
