Guys - am so confused, I have tried flameshot and pantheon and a few other screen shot tools and no matter what I do. Capturing entire screen or use rectangle capture it will either capture and old view of the entire desktop or capture and old view of an application that is open. Have I configured something wrong here?

Try changing the Tearing Prevention option to “Never” i.e System Settings > Display and Monitor > Compositor > Tearing Prevention (“vsync”).
