Further reporting of error:
While it does launch the window necessary to initiate the vcrun2017 download, once you try to download it, immediately after it fails to download and does not continue to try to download d3dcompiler_47 once you exit out of the failed vcrun2017 window.
What do I need to do to install what I need to install using Protontricks without error?
