Never sync new packages without doing a full system sync.
Partially sync - that is syncing a new package independently - is unsupported - that will never change.
But you are free to do as you please - you are the system admin - if you run into issues you know why - and you know that you do not ask for help when it occurs.
Example - you want to install linux610 without syncing your system.
sudo pacman -S linux610
If you are relying on kernel headers for DKMS - the be sure to include linux610-headers in the above command.
