I am going to reinstall windows 11 and manjaro kde. Should I use windows to resize the drive or Manjaro?

your question is way too vague, the answer depends entirely on what your pre-existing setup is.
If you’re using a blank hard drive or ssd for your installation, it doesn’t really matter which you use, you can in either the windows or the linux installer just allocate a set amount of space from the drive to a partition dedicated to the OS you’re installing, then afterwards do the same for the other OS; for example.
