Hi @xser ,
I wonder whether you could try to set put to sleep never in the display power management picture you have posted.
I am on XFCE and I only have one monitor but it never does not go blank.
Some Monitors have a adjustable timeout in firmware (Monitor Buttons )
Screen Manual (example, Samsung monitor):
Summary
Off Timer Plus
Configuring Off Timer
Off Timer: Turn on Off Timer mode.
Turn Off After: The off timer can be set within a range of 1 to 23 hours.
The product will automatically power off after the specified number of hours.
― This option is only available when Off Timer is set to On.
― For products for the market in some regions, the Off Timer is set to automatically activate 4 hours after the
product powers on. This is done in accordance with power supply regulations. If you do not want the timer
to activate, go to → System → Off Timer Plus and set Off Timer to Off.
Configuring Eco Timer
Eco Timer: Turn on Eco Timer mode.
Eco Off After: The Eco Timer can be set between 10 and 180 minutes.
The product will automatically power off after the specified time has elapsed.
― This option is only available when Eco Timer is set to On.
well I consciously tried not “never” since I thought maybe never by error gets ignored completely then
I didn’t even have xfce4-screensaver installed
I installed it but no change
unlikely the cause since it affects both monitors (different brands) at the same time
since the “display power management” switch is titled with “let the power manager handle DPMS instead of the display server” (which apparently doesn’t work in my case) I thought maybe the display server interferes. I read up and apparently I could turn x server dpms off with xset -dpms but that didn’t work either. I’d be interested in which files those settings (and those by power manager) are stored so I can double check…
also the screen is locked (have to enter password) despite I tried to uncheck the corresponding checkbox in power manager > system. (I also unchecked the lock screen checkbox in xfce4 screensaver after I installed it). So the question is, who is the culprit who could be doing all this to me?

Did you actually check/adjust the password timeout as @terashy88 suggested? If you did, please confirm it.
Simply installing the package will not magically do it for you.
